Anime, by and large, have overarching storylines that actually TELL a story, deep, richly developed characters, and enough hinted-at history beyond what is actually said to trigger rampant speculation amongst the viewers.
Avatar has elements of both, but is far enough away from cartoons that it can be classified 'anime' as I define the word.
